The Healthcare bill will not include a mandate. They will issue waivers. Although, the argument could be made that a mandate would warranted, IMO. Federal law mandates hospitals treat sick people. There should be something put in place that helps the chances of hospitals getting paid for treating the sick who can't pay. In lieu of a mandate, I think there should be VERY strong penalties for being uninsured, and not paying your hospital bill.
You can go to jail for skipping out on a $100 dinner tab. But very little, if anything, happens when you skip out on a $10,000 hospital bill. The only thing hospitas do is shift the cost to those who do pay, which means we all pay more.
