CORRECT. The states have the right to completly erase the federal healthcare bill with something else, as long as what they use meets the minimm standards of the federal bill That was exactly my point!! The states can choose to implement healthcare as they wish.
Sanders introduced the amendment mainly becasue he feels most states will opt to have a public option, which the Senate bill does not include. The Feds can't tell the states how to run their state. They feds create federal guidelines, and the states use their own methods to comply. Point being, the healthcare bill is no different than any other federal law that creates minimum guidelines states must meet.
