States cannot under 1332 opt out of health care altogether, they have to trplace it with something else at its own expense and the citizenery still has to pay the new taxes ( that no one would ever get a tax increase from the hope and change crowd ) passed in the bill for healthcare. It is a sham. No state could do it and they full right know it, but this gives them the cover to stand in front of a microphone and say crap and then be able to say 4 words to cover their ass.
To qualify for a waiver, the state’s replacement plan would need to meet a variety of qualifications. In effect, the state would need to create a new health care system that would provide the same or a greater level of insurance coverage for the same or a cheaper price. It must also not increase the federal deficit. And then Sebilius would have to approve it and that is not guarenteed to happen.
And do you realize that the amendment was introduced into this bill by Bernie Sanders, a self avowed socialist. This does not bring me any comfort at all that this item was inserted by a big government guy. That should speak volumes on its intent.
