So you are saying that the valves are not electrically operated? The only "manual valve" on that boom is the manual valve dump and that just dumps the fluid from the lift cylinder and the whole boom lowers. The valve that operates the inner squirt boom is electric. There is a valve block (I think that is what it is called) that the valves all attach to. And while I won't say a bad 'O' ring won't cause shuddering, I've never experienced that. A bad 'O' ring does allow blow-by/or leakage allowing the piston to collapse over time.  

The manual buttons still need power to operate the valve.

Still sounds to me like he has a power problem or a bad solenoid/valve.
