Thats extremely high, are you using locking terminators on tap ports? I'd cut the drop down to the house and see what happens , sounds like an employee making a few extra bucks on the side, overhead or Ug ? stepped poles? Sounds like the system has to get involved set up a surveillance of the street if its happening over night, have the cops notified and make an example of some one.
