The bill does not tell the states how to do healthcare. The states can do ANYTHING they want, as long as what the states do, meet the federal government minimum standards. As I said said earlier, the states aslo have the ability to be TOTALLY EXEMPT from the federal guidelines if their progrmam exceeds the expectation of federal guidelines. Hawaii is good example.
This is how government has always worked. How do you think min.wage, labor laws, civil rights laws, and every other federal law is imposed. You sound like a FOOL!
