That was never the plan........for states to meet a federal standard. That federal government is suppose to be and agent for the states not the other way around. It is suppose to be working for the collective of the states and not mandating what the states do individually. But some libs want to change what the feds do and that includes an authoritarian style gov. which usually leads to an oligarchy. The dictatorship follows. That is history.
