I build cell sites. It is all based on costs. A lot of cell companies are going away from t1's and fiber and building a private microwave link system and only off loading at selected points into to the wired network. They are all looking for cheaper solutions. In the cities where there is a ton of dark fiber and a ring already exists, they can get a good price on fiber they will use it, but out in the burbs and rural areas it is going mictrowave.

I am building now for a company that does the microwave and when they build they leave room for every carrier at a tower site to join the network with nothing more than a 25 pair cable to tie them in. And clear wire is building microwave into their inital builds.
