I too have a friend in electronic design, he told me that cell phones in the very near future will have a gps inserted that cannot be deactivated, it tracks even if the phone is cut off, this has voice activation also so even if you shut the phones power off it still pulls audio and each phones electronics have a differant frequency IE: once you sign up for a plan your phone is married to YOU and anything said while wearing it can be monitered and you can be found in minutes by the gps.
