I hate to hear that but the contractor is responsible for his own safety program..at least we were on the construction side..did a lot of gas work and that is the most dangerous. OSHA did regular checks of you daily and weekly safety meeting paperwork and it better be in order and signed by the employees or heavy fines and shut down were coming..OSHA will have a close look at the contractor and he will be held accountable, I'm sure..a little late though for that incedent. That's what happens on the installation side when you have scum bag wanna be contractors slamming people in the field untrained just for the $$.
