A fee to just apply for a job? Bull snot! Sounds like a scam that works like this:
Place a cheap ad for an attractive job on a web site like this, tell the respondering applicant how much you like them and that the applicant is all but hired except for a background check, collect an excessive fee up front for the background check which is never actually done, pocket the money, and make up some legitimate sounding excuse why the applicant wasn't hired.
