Workers Comp Ins

Ok heres a question you probably seen a million times.  I have a prime that is asking that I have a "all states" workers compensation plan.  The only problem is you cann't get an "all states" cause there is 4 states (North Dakota, Ohio, Washington and Wyoming) that are monopolistic (which means they are self insured).  I live in NC and I can get a ghost policy for NC but doesn't cover other states.  I have no employees, but to do work for said prime in MO and IL how do I do this?  Must I get insurance in each state that I work in?  I have one monopolistic states now OH easy and cheap.
