Back to the old power days..Unbalanced/Distorting..To explain this in detail would take two pages and a few charts later for an understanding..In short this is caused by computers, welders, generators etc. on the system, these loads produce unbalanced line currents generating, causing a zero sequence current in the netural line of a three phase, four wire electrical system. Some electrical systems use a filter to dispose of the problem altough it would depend on who and where the system is. And YES the netural can be HOT, I have measured ground wires with up to 1200VAC going to ground..Will give you a slight tingle and very dangerious for a child..also down guys have been known to be hot with a netural backfeeding into them..Remember, most power companys will also run a bond to the the guy.. and some use the old "Johnny Ball" to prevent any shock from a person touching the guy at ground level. Just my dimes worth.
