A/C Alternating Current cycles back and fourth on all phases at 60 cycles per second. Neutral/Ground are of the same phase that is why they are bonded. If you lose neutral to your house you still have power it just draws off of your ground. If you were to cut your ground at that time be ready to replace your dykes and underwear.
In aerial construction if some continuity of the neutral is lost it is made up through bonds. This is not a good thing. As you have noticed the ark when cutting strand. imagine if the neutral was completely broken and the strand you are working is feeding the neutral to the next ten homes. With an average 60 amp draw on each home I don't want my bolt cutters there. There have been a lot of thieves killed trying to steal copper vgr's because of faulty neutrals. If you are working storm damage always assume it is hot. electricity does not give to many second chances especially high voltage or amperage.
