Did you notice the original poster it says install, drop bury under occupation? He might be capable of doing the work, but it is not something that one should jump into without proper training or knowledge. A lot of damage can be done to property and life if not careful.
Although I have only been on this site for a while, I've noticed that when cable tv people mention UG work they are referring to buried plant. On the phone side if UG work is discussed, it relates to placing cable in the duct system, or manhole work.
There is a lot more than just a duct rodder that will be needed if
if he is going to do the work. If all he does is drop bury, I am sure he does not posses any of it. Good luck>
