T-1's are a service that usually have a no disruption clause for the customer. Meaning they can get their money back and charge for loss of revenue. So, if you caused it by disconnecting the cat5, then that could be why the bill is that amount.

Inside buildings are tricky. Just because the terminal block is in your business, does not mean it feeds it. Before you pull anything down, you should meter it to make sure there is not pots,t-1, or any other service using it. Stuff can be patched from business to business.

If you get a chance, go back and see if the wire you pulled of the block is still hanging, or punched back down. Can't begin to tell you how many times a hi-cap repairman has stuck his head in the manhole asking if I have anything to do with his trouble.
