This is good information and in no way do I mean to shoot it down but having to resort to these methods usually would mean you would not get anymore work from this prime. Yet another move to another city.
What I would love to see happen is if a prime is caught using these illegal tactics that he is immediatly fired and replaced by the mso.
This probably won't happen though since it is a long painstaking procees to get a contract in the first place.
