You would think the main benefactor of the work would guard to make sure the money paid eventually got to those doing the work. May experience has been that the benefactor......those who benefit....use several layers of contractors to assure that, whatever happens, it is not their deal.
And, they are pissed if you sue their new customers or go around cutting wire.
