Without a head end, not to my knowledge. You have to have a digital receiver to get the channel to convert it. You could get a few boxes and modulators and give them a few channels. Honestly with the probable budget that is about your only option. If the cable system still has analog channels those could be passed through without boxes or modulators. Regardless gonna take at least a closet.
Your over there in Japan, cant you just go next door and have them build you a nice multi output digital super receiver? And if you do get it built and its affordable get me a few as well. I have several hotels that still run on there own system with a box and mod per channel. You could talk to s.a. or who ever your box manufacturer is and have something built but I don't know if it would be economical.
