They would have to leave the Union to be able to thumb their nose at Federal laws. It may be in their compact that they can do so, but I'm willing to bet the federal government wouldn't just let Texas go. They certainly didn't let go of the rest of the South. Compulsory committal isn't required by the Constitution, therefore the power to disband from the Union is a States' Right. Last time any state tried though, Honest Abe started killing them.
