well you might want to look this up in the law books but the federal marshalls cant even coming into the state of va without asking permision from the local sherriff of the county they are coming into and it is a common wealth. there is many misconceptions about this union called the UNITED STATES OF AMERICA that many and most dont know about. a state is unser and governed by the federal gov. but when you stat talking about common wealths and republics they are not a state they are a whole country unto them self in reality and no you got it backwards local and state laws over ride federal laws. and the constitution aver rides all laws but hey what laws are with in the giuldlines or the constitution anymore.
