you need to look that up because in texas texas makes the rules ad the fed dont tell them nothing. it is in the agreement when they come into the union they at any time can become thier own nation or split into 5 or 6 states of thier own country. not only that but in a common wealth state the fed dont have any power unless the state its self agrees common wealth states are basic countries unto them self case in point va. ky. and a few others go there and tell them about the fed and the rules and laws they will tell you they dont care
