this is going to be in court for years to come. Cable co's are not going to give access to their lockboxs to their competition. The only way i see this working is if all drops CATV and phone are ran into a secure location that is provided by the MDU so each can have access. Most drops arent marked properly anyways so it would be a huge problem for other companies coming in trying to identify what is what.
this is private property my feelings are that if the residents of a MDU want a choice then they need to voice their opinions to the management. Thats what HOA do in my area.
