Here's a bonefide' answer to your question:
If you have a recordable DVD, VHS deck, or even a Camcorder. Put in a fresh new tape/disc and start recording for 10 seconds on each channel starting with channel 2! Eventually, you'll get up to the highest tier of channels that are either coming in snowy or not at all. In the event that you can not see the cable channel on your TV when you select the new channel, try putting together some large index cards (Only if you’re using a Camcorder) and write on them the various channel numbers so when the crummy channel comes on, the viewer will see evidence of what you are trying to articulate i.e., stick in the Index Card. Then there's the recipient -
In your cover letter you’ll need to write down in chronological order the events that have taken place to date in trying to resolve your issues. You'll need dates and time-stamps as well as the people to whom you spoke with. Once you polish off your letter you'll need to address it to - depending upon which state utility authority, or city franchise authority. After you sign your name, you should carbon copy (CC :) The cable TV provider's name and address, city/town cable advisory council (Google that one up), the DPUC section of your state utility regulatory body, the Better Business Bureau (BBB), and anyone else that you can catch attention to.
In the closing section of your letter you need to spell out clearly what you want to achieve. First, cleared up reception! Second, credit on your bill for the inconvenience that you have been put through. Third, provide a drop-dead but realistic date to which you expect 100% correction and remedy of services to take place by. Finally, check out if your area has video, data, and digital phone competition. They'll eat it up if they are copied on your letter. It will almost act as a Notice to Serve and put them on notice that you'll be knocking on their competition’s door. Funny thing – Typical MSO’s spend about $68 on average to get a new subscriber. They spend less than $5 on retention.
Good luck - Just my opinion, I could be wrong
