From your post-------Then why not regulate the manor in which primes and MSO's shop for bodies. MAke them only use qualified. Set the standard. make the penalties for non compliance stick.
This is exactly the point..... when you force the labor market to choose, COST is the first factor. It's Business 101.
I agree that work ethic is what most of the business RELIES on - not necessarily skill. But the younger generation of workers weren't taught about work ethic or honor or loyalty. Those factors are practically gone in today's industry. I know there are people out there who do care about their work (I'm one of them, and I employ several).
In my previous post, I referred to "having" certfied guys but not knowing how to do anything. That was a typo. All my employees have many years experience. I was referring to those who come to me looking for work.
