I'm glad you broke into that slim,
This may read as a lengthy post. I do apologize if it sounds like a bit of a rant. Just bare with me though.

Let's look at the certification failures. (not trying to be a smart A$$)
What is the number 1 reason they don't work? You say greed? Only partially.
ENFORCEMENT, is the reason why. It's like what's going on with our borders. Sticking a body out there with nothing but a cell phone is NOT going to enforce anything.
Now then, Who should enforce it? Damn sure not the primes. Although there good ones out there, there are too many greedy ones who will look to go around regulation. Proof- Look at some of the people these guys hire. Look at some of the pics posted here on the bar alone.
Creating a comprehensive certification program is a good thing, Regulation of the program only INSURES that CERTIFIED COMPITANT technicians will be used By both MSO's and primes. This assures the consumer that they are getting a product that is worth having and provided by service that is Both American and quality assured. Industry standards must, and have to be in place to assure this. This is truly what the consumer wants. Proof- You don't go to the best steak house in town to eat round steak or neck bone do ya?
That being said, let's look at what this does to a technician.
You claim to have a couple of techs who are certified and yet don't know diddly. Was this certification regulated and by whom?
The SBCA program in the satellite industry, started out good but was then quickly halted by greed. By having it funded by each individual, the only outcome for it could be greed. But, let's not forget for a while it worked. Retailers and fulfillment companies alike were swayed into using SBCA certified techs. A retailer who advertised using them had a higher growth margin in sales as oppose to ones who did not.
If we mandate the penalties for fraudulent certification, there will be less of it, that is a given. Make it to where people actually PASS the certification process by what they actually know rather than BUY it. You will see a major difference.
In the early days of the SBCA, allot of hack technicians ran for cover. It wasn't until after the realization that any one can and does BUY the SBCA certification, that we saw a major influx of shoddy workmanship. The running joke of the day at that time was "any monkey can get SBCA certified just pay for the class".
Now suppose you have instructors who are not bound to recruiting students, to be paid for teaching. what then do you have?
How good of a certification is it if you have instructors that, in order to get paid they have to pass X amount of bodies a week?
This is why it must be regulated by someone other than MSO's and primes. And no, I am not talking about union regulation of certification.
If we make it mandatory that you must be a U.S. citizen, to even be eligible for certification, What does that do to the market? How will that effect the number of Illegals working in our industry?
How many jobs does that open up?
How much will rates go up?
Think of supply and demand. If you cut off the supply of cheap labor the demand to fill that supply will increase considerably.
And without the cheap labor provided to some of these Greedy primes, What happens to them?
1. they fold
2. they become less greedy

Look, we have penalties for people who hook customers up illegally(mandatory up to 6 mo in fed pen) which is enforced by who? FCC.
We have penalties for customers who are receiving said illegal services which are also enforced by who?
Then why not regulate the manor in which primes and MSO's shop for bodies. MAke them only use qualified. Set the standard. make the penalties for non compliance stick.
Make it more of a level playing field instead of the hit and miss we've all been doing.
