Here we go with another prewire specialist that doesn't know crap about codes. Cold water is fine if within 5 feet of its POE to the house, so a cold water pipe in an attic would never go to code. Metal junction boxes aren't listed as a suitable grounding point, and can you show me where in the NEC that a waiver signed by a customer is acceptable for breaking code.
If it isn't going in according to code, it isn't going in. You can do that hack, screw the ground crap all day long, but I am not.
