Mod Swap vs Upgrade


I'm needing some opinions here. At what point does a mod swap become and upgrade cloaked under a mod swap price. When we got the news yesterday that all actives on a mod swap are now required to have an imput and output loop if they didn't have one prior to reaching the pole. I'm sorry this is where the duck draws the line , this is now an upgrade not mod swap. I totaly disagree with putting in straight splices on unjackted cable 500 and 750 as old as this plant here is to bring something back to spec to make it look good. This system is full of straight splices and squirrel chew to start with . I personally don't believe in dress up on an old system,the aluminum becomes brittle and kinks easily. If they want an upgrade ,call it an upgrade. The squirrel chew here is so bad a man told me they had to replace the power drop to his house because the squirrels chewed completly through the aliuminum neutral . Whats your opinion????????
