Being charged for work not paid for.

I am currently working as a independent contract, installing satellite tv systems for a direct tv sub contractor. Direct TV wants us to install phone lines to each receiver. If this is not done then
the sub contractor is back-charged for each installation. The sub-contractor then passes this back-charge down to the independent contractors.
MY QUESTION is if anyone out there knows if the sub contractors normally get paid for installing phone lines? If so why isn't the independent contractors getting paid for doing a job that is outside of the job desription of a SAtellite TV installer.
IF ANYONE OUT THERE HAS ANY INFO ON WHETHER THE SUB CONTRACTING COMPANIES GET PAID BY DIRECT TV FOR ENSURING THAT PHONE LINES ARE INSTALLED PLEASE LET ME KNOW. You may email me at (-REDACTED-)
