You could always try telling the customer they need the phone line and that an installation of a phone line costs x amount of dollars. Tell them that if they don't want to pay for the install of a phone line, then either they can't have a receiver there, or they have to pay a fee equal to the amount of chargeback you incur. If you are getting hit for $5 each non-responder, then charge the customer $10 per box not connected. As long as repercussions are limited to financial ones, then just charge the customer.

If your an employee and they mandate installing phone lines as part of your piecework, then it sucks to be in your position. Just keep racking up the phone line backcharges, and then go to your dept. of labor when you get termed and they will make your company pay you back.

If you're a contractor, just charge the customer as described above. If they suddenly try to get you to do phone lines for free, tell them hell no. If they threaten to term you, then threaten to file an ss-8 on them. If they do term you, then file it and get reclassified as an employee, collect your backtaxes and backcharges, take a vacation before going to work elsewhere. If free phone lines are in your contract, then what the hell did you sign it for?
