Using your scenario, anyone retained @ $15 by this Bruister either appreciates the situation or is too poor a tech to do anything about it, like leave. The ones who appreciate the situation most likely have desired a similar 9 to 5 job with someone else footing their expenses while also gaining benefits not available as a subcontractor. They are also probably getting 30 calls a night from union pimps. I think they're refered to as "fresh meat".
