If companies were to hire Techs as opposed to entry pay level "bodies" to meet production quota and maximize profit potential "chargebacks would be less of an issue in this industry.
I've always held to that a person should be made to pass an exam that pertains to the job that he or she is to undertake when it comes to technical fields.
I cringe when I hear a "tech" on an HSO install call in to their supervisor and ask how do they open internet explorer on a brand new PC with Win XP as the OS.
