When it comes to members voting yes or no on a contract, its 1 man, 1 vote. Nobodys vote or opinion matters more than anyone elses.

RTW sucks. Its just plain stupid. Its only purpose is to undermind workers rights. But for some reasons labor is having success in RTW states. If you have 100 members and only 5 of them excercise their RTW, it sends a very clear message to the company that your union is united. But when you have 100 and 45 of themm excercise RTW it send a clear message that your union is weak and full of scabs. The company knows 45% of your members will not support any mobilization activity and they know theres no way you can afford to protect 100% of your member effectively with only 55% paying dues.
