C/N Measurements In Headend

I HAVE DONE A C/N TEST WITH A SPECTRUM ANALYZER. (AUTO TEST) I ALSO DID AN AUTO TEST WITH A WAVETECH SDA 5000 IN MY HEADEND AT THE LAST COMBINER BEFORE THE 18 DB GAIN AMP.
My readings are averaging around 47-50 dbc.
This is low for a head end isnt it?

I read avg. 60dbc at each combiner before being combined into last combiner. I lose avg. 10db space at the last combiner. I have replaced last combiner to no avail.

I have 71 analog channels and 8 digital carriers.

I am using PCI maxnet combiners. 5 12 way into 1 8 way into redundant 18db gain amps. Into 12 way splitter.

Isnt 42.99dbc a failing measurement? Kinda confused on the standards for C/N these days. Thanks for any help.
