I agree with Joe I think the SDA dynamic range isnt good enough to read CNR in the head end.
I would use an HP8591C or a Sunrise Avantron with a tunable band pass filter. I found those to meters to be VERY accurate. Also make sure you are not over driving or underdrive the input to analyzer, this will give you false readings.
If you are using a gated test make sure you have a quite line. We typically see about 57dBc in our headend at the input to the transmitter.
