reliability of networks: Cable vs Phone


Something I read at this forum got me to wondering which is the more reliable network, in real world situations.

Which is better? Cable or Phone? Is it all pretty much the same backbone, or Does Comcast have its own fiber from head to head?

Right now I'm wiring a room with Both Verizon and AT&T supplying bandwith. Both come into the building twice, once underground and once aerial, and if one line gets cut the loop heals itself. If one vender goes down the other can handle the added load within .06 seconds. I guess its all a question of what the customer wants, but this is blowing my mind.
