It's hard to tell. If a pair is damaged, then only one customer is affected where a trunk cable will affect many more. But a trunk cable being damaged is about the same as a 200 to 600 pair cable being damaged.
Most people notice their cable going out more than their phone because they constantly have their tv on. No one picks up their phone every few seconds to make sure it is working.
