Help moving up the ladder

I am looking for some type of advice on moving up the ladder.I have been in this industry for 12 years and can"t seem to get it done I have tried moving were the need is great with promises of a future that never materializes. I am qualified as a triple tech with supervisor experience and Qc management.I also owned my own small satellite company for 5 years. I post my resume,but most have just used me to get off the ground with no reward in return.I know that I can make more money as a tech but I am not getting any younger and its becoming a bore. any info or tips would help thanks
