What you describe seems normal. The higher the tap value that the subscriber is hooked up to means the higher the loss back to the first return amplifier. Since all signals arrive at the headend controller, or CMTS at the same level the modems output automatically adjusts to compensate for the losses.
In reality the highest tap values are closest to the amplifiers, nodes and Line extenders, so customers there will have the higher oputput levels.
