retainage should be against the law.That is a bunch of crap.If the prime knew what was going on in the company they would not have to hold money that was not theirs.Maybe they do it so they can collect the interest.Thank about it BMcNutt the prime already holds back 2 to 3 weeks of your money.Retainage no way, it is a scam.
