If (A) then this is how different formats are broadcast in different sizes. Some TV's, like the Sony Widescreen HD, have a wide or screen button that allow you to fit the screen with the right amount of zoom.
(B) This could be your TV or reciever has a Closed Captioning turned on the wrong CC type.
