I think what you really meant to say is you want to organize the contractors and set rates for their work or what is commonly referred to as "price fixing" or "rate structuring" kind of like what mechanics, plumbers & electricians do.
What would be required is a group of contractors to sit down go over what it is they do on any given job and set a reasonable hourly rate for their work. Then before they bid or do a job they will estimate the hours needed to do the job and quote the standard hourly rate for those hours.
The problem with this is that there will always be someone willing to do the work for less. You cannot be assured that EVERYONE will stick together on charging the standard set rate a standard rate. There is always sure to be someone out there hungrier for the work who will come along and undercut your standard rates. If the companies feel the standard rate is too high, they will just opt to save a few bucks by setting up a fleet of trucks and hire $10 per hour inhouse FNG's to do the work then tell you to peddle your services elsewhere. This is currently happening to the inhouse piece rate techs at Bruister.
