I am located in the Washington DC metro area. Verzion is going FTTH big-time in Maryland and VA. All splicing is done INHOUSE!!! Do to union labor agreement. They are hiring exp. fiber splicers on a 30 month contract, then after 30 months they will decide to keep you!!!! I have seen some of there work and it's looks great compaired to what I've seen in other areas (Florida and Texas). They have splicers in from all over (NY,NJ, ect.... Northeast) Comcast is running scared, (no voice over IP ) looking to start splitting node fibers. Many of MSOs went super cheap on their builds so there maybe some work to pickup, on the voice of IP upgrades! Nothing BIG-TIME, but may be able to buy a couple of tans of fuel!
