The reason why Verizon is screwing up is because they do not qualify any of the splicers that show up. If you are breathing, have a pulse, and say that you are a splicer, they will let you work. I remember the good o'l days, (I must be getting old) when there was at least a tool and equipment inspection, references, and someone with at least a little knowledge would question you. I have talked to subs that claim every contractor working for them have "15 years experience." When I talk to some of those contractors they give me that "deer in the headlights" look and ask for guidance because they have never spliced fiber but were promised training if they showed up.
