When I worked with AT&T we had a three strikes your out policy. Whenever we found a illegal we marked it and noted the account. Second time same thing with a warning and a sales call. All three times pictures being taken. Third time pictures are taken and police are called. We waited till the customer was home, or kept checking till they were home then called the police. Pressed charges and all. We were very successful in keeping the illegals down. When somebody is faced with a 2000 doller fine and or five years in jail. Just so they can watch TV they tend to think twice about doing it agian.
