I know the the rules at the phone company, we ran ground rods 100% of the time but the mark outs were always there. For the cable company we do about 50% of the time but half the time the mark outs are not there. I've seen Satellite and cable installs where they stuck the wire in a whole of the building and made it look like a ground. There is alot of half***! work out there.
