Just because a company's standard practice is to use ground rods it is not correct. The code states the facts for proper grounding in any situation. A lot of telephone and CATV companies did not adhere to it for years, still doesn't make it right. A lot of Telephone and CATV companies are having to spend large amounts of money now to correct this problem. There are some consultant's out there trying to make a buck by going to the communties and telling them they can solve all there tele-communications problems by enforcing NEC and NESC codes. All because some company did not follow the code to begain with.
