What is the carrier showing up at 9 Mhz? That CW is screaming hot, and is likely part of your problem. Laser clipping is a serious issue, and the optimization of your return path is critical for stable operation.
Check your levels at the input to the laser at the node. Check optical output of the node Tx and the received optical power at the OTN. Difference should equal fiber link budget for that node.
Check modem levels at an adjacent receiver for a node thats not having issues, and be sure the modems for the problem node are leaving the receiver at about the same. If theyre hot there, the problem is in the OTN (RF attenuation between the Rx and the uBR).
Starting to ramble now.... Reverse problems can be fickle, and the possibilities are endless...
