Grider, this link should take you to the Cisco paper on RF setup and measurements for the uBR 7200. Two things might be happening.... first, the upstream RF receive level in the uBR's software dictates what level it should be seeing the signal at. It could be set to -10dBmV. (optimally should be at 0 dBmV)
Also, be sure to use zero span mode with peak hold on the center of the reverse RF carrier to measure the levels. Account for whatever coupler losses you have between the RF path to the uBR and the analyzer...
