Interference on TV

Hey, Im new to the industry and I added a new jack, while I was there the cus. was complaining of what looked to be a ground hum on the TV. Customer also has high speed internet so i checked the levels and all is ok. So I changed the drop and all cable into the house...still! the bars come up from the bottom of the screen and move up horizontally, most noticeable on channels 9,13,14. What could it be? No other customers on the tap complain of this. Thanks in advance.
